It sounds very much like a virus to me,
If you made a rescue disk from your anti-virus program you should be able to boot your computer from that and scan for viruses before windows loads by booting from CD.
Generally pressing F8 gives you boot options so select boot from CD. This will ONLY work if you have previously made a rescue CD
Another option is if your anti virus program supports this is to scan your system on shut down. AVG Free supports this method but is a nuisance if you are installing programs and having to do reboots to complete installations and generally gets turned off.
IF your computer stops on long enough to enable this option then do that.

Unlpug it to stop this. Ok when it starts to reboot hold down F8 to start in safe mode, select safe mode and see if you see anything wrong under system settings (located in control panel). Look at hardware > device manager > look for anything that has a ! next to it and try to update drivers (must be online to do this). Also make sure that all your systems fans are running properly and perhaps blow out your system with a can of compressed air. Other than that please post more information.

sounds like the same problem my friend had, he was using a snide copy of windows so i presume he downloaded updates from microsoft which detected that it was snide copy and updated a file as an update to infect pc, maybe wrong in this presumption but if a genuine tool can detect you are genuine or not then nothing is impossible. he bought a copy of windows from shop formatted and he is now happy.

only other thing it could be is a virus

Hold F8 as it boots up and go into safe mode and investigate there or else boot up with you operating disc in the drive , you have a virus that screwed your boot sector i think , winxp can repair this , good luck .....and then get decent Anti Virus and Spyware Protection

Ok, while it is rebooting, tap f8, then you should see a list of start up options, choose "last known good configuration", see if boots then.
