No No No No No..... unless it is used, or you don't pay the VAT then yes. Check BMW Germany and BMW USA prices and you will see that new BMW cars are more expensive because of the VAT (Value added tax) of now 19%.
Is it cheaper without the VAT? Yes. Thus if you are US military here in Germany you can get BMW's cheaper through the BMW military program.
Germans do not value used cars and the depreciation here is horrible. You can get great deals on used German cars.
You can buy lower quality BMW cars not sold in the USA cheaper than their higher end counter parts. It will have a smaller engine and be less luxurious, but if it is the same spec vehicle then the German car is about 10% more than the USA.

Not hardly. For example, the current pricing on a base BMW 335i Coupe is as follows:
USA - $41,295 not including taxes and registration
Germany - $58,361 including 19% VAT but not including local taxes and registration
If you buy the car in Germany and take it permanently out of the EU within 6 months you will not need to pay the VAT of 19%; that still leaves the Germany-purchased BMW costing $49,043.
While I don't exactly hate to rag on your other answerers, they've given you some really, really poor "advice". A little research goes a LONG way.

Of course,lol. Because they are sold inside their own country. So this means no export taxes, or shipping fees other than the shipping fee to the dealer inside the manufacturers country. And a BMW inside Germany is not an import, it is domestic. So parts would be cheaper too.

i don't know for sure, however BMW and every other european car maker (excluding VW) offers "european delivery", which lets you order the car in the U.S., fly to Germany and pick it up. then you can drive it around Europe and get it shipped back to the states when you're done with your vacation. the car itself is cheaper but when you add in airfare, there really isn't any difference in price.

Yes, they are. However, they may not be exactly the same car as sold in the U.S. As far as I know, safety glass is not required in Germany so manufacturers don't use it. I believe bumpers are different from the U.S. as well. If you buy the car for export to the U.S. you can probably order it with U.S. specifications.

Yes, they don't pay tariffs like us for something they made. BMWs are not imports there like they are here.
