Because the USA's political system has a built-in guarantee that the 3 differing branched MUST work together so that one branch does not have all the power. This necessitates that there be co-operation in order to get any work done.

Whereas in the mafia all the power rests with a head of a family. This person can unilaterally make decision on which direction the family will move.

Apparently you do not understand the RICO. First of all, a political plan is not a criminal activity. Second, you have to establish a pattern of at least two crimes within 10 years. But regardless, until political plans are considered illegal activities, which would immediately lead to the demise of any form of democracy or republicanism, they can not be prosecuted under criminal or civil RICO. You disregard Casey vs. Planned Parenthood, 1992, the right to abortion is not absolute. How can you murder something that has no viability.
