A lot depends upon where you live, if there are any agents in that area, and if they need your type. You need to have some essentials in your tool box for most agents to even consider you. Those are a really good headshot, experience (also known as credits), and training. If you lack in any of those three, then you need to solve that deficiency. Headshots are easy; experience can come from doing local theatre productions, student films, etc,; and training comes from finding a good acting coach (also dependent upon where you live).

Once all those three are decent, then contact SAG and find out if they have any agents in your area. Or ask around at a local theatre. However, if you live in an area where they are NO agents, then you're going to have to move (WHEN YOU ARE READY).
