Lions. From top to bottom, they are in trouble. They need new front office people who know what they are doing, and they need to get a General Manager who is sharp in his/her knowledge of the game and of the talent available. The others you mention are in trouble too, but the Lions seem mired in futility.

The Detroit Lions... Raiders got the #1 pick and Randy Moss to mess around with. Tampa had potential this year and the Browns did too. However, the Lions look like a team that would just never make it back into shape (as of now).

The Lions... Tampa still has a Defence, and the Raiders have a yound D is going to be good... Neither team has an offence... The Browns have good coaching, and didn't do bad considering they have no one playing for them... The Lions had more talent than the Browns, yet managed to look much worse...

Not the Raiders because just watch they have one of the best defenses in the NFL so at least they have a bright spot to look at.Now what bright spot can you find on the Browns Lions or Tampa.

the raiders.. have been in bad shape for a while. i think they're in a rut. tampa bay has Gruden and a few key players that can help pull them out, and maybe some good draft picks. the brown's aren't looking to good either. not sure about the lions.

The Raiders,hands down.Al Davis needs to go with a youth movement,from the coaching staff to the players.Go with blue-collar,non-egotistical guys.Bring back the 70's mystique,for crying out loud!!!!!!!!!!!!!!! But without the police blotters.

This is coming from a PROUD RAIDER FAN, yes, I know dont faint, Ive been a Raiders fan since I was knee high to a grasshopper, and Im from Steeler country. I do have to say that my Raiders are in worse shape. They need to FIRE Art Shell and get someone else. Im tired of seein them hurt.

if u look at it the lions r in worse shape they got talent a good coach and a good pick but they dont execute they should pick quinn in the draft so they got something to look forward to in the future
