Yes, the giant panda is a bear, a member of family Ursidae (from Latin "ursus" which means, precisely, "bear").
However, the lesser or red panda is a member of family Procyonidae, like racoons and coatimundis.
Both are members of the same order of placental mammals, the Carnivora (along with cats, dogs, hyaenas, and others).
However, the koalas are NOT bears. They are members of a very distant lineage, the marsupial mammals, and they only have a superficial resemblance to bears.

I did a report on a Panda when I was in 4 th grade, and yes, it most certainly is a bear. It walks like a grizzly bear, or any other bear, with the exception of the koala bear. It has the same appearance, just a different color.
I hope I answered your question. And have a Happy New Year!

The giant panda, a black-and-white bear, has a body typical of bears. It has black fur on ears, eye patches, muzzle, legs, and shoulders. The rest of the animal's coat is white. Although scientists do not know why these unusual bears are black and white, some speculate that the bold coloring provides effective camouflage into their shade-dappled snowy and rocky surroundings. The panda's thick, wooly coat keeps it warm in the cool forests of its habitat. Giant pandas have large molar teeth and strong jaw muscles for crushing tough bamboo. Many people find these chunky, lumbering animals to be cute, but giant pandas can be as dangerous as any other bear.

I'm not sure what these people are thinking or where they got their information, but it's wrong. Pandas are NOT bears at all! They are most closely related to raccoons. They just look like bears. Don't let the others fool you. Do some research for yourself.

whether the panda was closer to racoons or bears was debated for many years, but genetic analysis has shown the relatedness to be to bears. See the following site for more info:
