I already have anti netcut installed, but it didn't fix it. What should I do?

first i would fix it,then I would install some good security.then i would contact your net provider.good luck.

If you are User, report this to Network Administrator / ICT Security Dept. (or whatever your Company has) immediately.
If they don't take immediate action, this is direct 'harassment at work' - so complain to HR Dept. & inform them you will take legal action if this harrisment is allowed to continue (maybe you can get the perp. fired).
If you are Adnministrator :-
First locate person who is doing this - then inform HR dept. of gross professional misconduct / harrisment of other workers / innappropraite use of campany equipment / illegal software installed on company PC etc etc and request permission to sieze their PC for evidence.
To pervent future possability :-
1) Disable ICMP
2) arp -d * // In case you are already poisoned
3) enable MAC filtering on your router!
4) Add a static ARP table
