I have all my digital pictures stored on a network drive. Why does Picasa ALWAYS update thumbnails on folders

I used two different desktops to access a network drive, s:\[some folder].

Everytime I open Picasa it updates thumbnails on folders that were marked as scan once.

Because in the programs options you have it setup to refresh thumbnails everytime you start the folder.
