It's probably a foolish neighbor's unsecured wireless connection. It's safe for you but it is not moral to use somebody else's property. There are laws against it but there's not much they can do to you in your own house.

Normally, it won't be a BIG risk, but it is a risk anyway. What you will be doing is accessing a wireless network, that means that you are opening a door for somebody else with the enough knowledge to potentially harm your computer. It is unlikely for this to happen, but better be safe than sorry.
Hope it helps.

I am guessing when you say strong signal you are using another persons internet, which they would have a wireless router and you are using the wireless funtion on your laptop, they can cut you off if they find out, and they can get access to your computer if they know how, make sure you have security software either way

if you have a security software then its safe, go ahead and use it, its free what do you have to pay. your laptop is safe as long as you have an internet security software installed on it. if the person finds out he/she will disconnect the wireless, then you wont have any access to the internet.

This is most likely a neighbors wireless signal. Legaly its a grey area, but if you dont care about getting caught go for it.
