Humming ,unlike static, can be that you're picking up interference like flourescent lights, electric utility pole nearby . could also be a cheap phone, wireless phones get it quicker. to check where it comes in at the house yourself can be tricky because of the way it is terminated and your ability to re attatch your phone at that spot ( disconnect the house side) to see if the problem is comming from outside. 20 yr cable splicer here.

The other answers are correct, but I'd like to add one thing. Has this hum developed recently and is it a cordless phone? If the answer to both of these questions is yes, it could be the wall adapter. Sometimes they begin to go bad and put a hum into the phone. New adapters cost about $10-15. So weigh that against the price of a new phone.

You,ve got a ground simmers on the line, Check it outside where it comes in the house if it is the phone company's line they have to fix it free
