It all depends on the culture. The European, specifically the French culture, take philosophical thought and philosophy very seriously. It is required courses for secondary education, and philosophers often appear on TV stations talking about their opinion on any give topic. This all in France. In the USA, the culture is different. Here we are more pragmatic, and see life as work, reward, and gratification. We tend not to go beyond the superficial and simply enjoy life. So yes, in certain cultures, philosophy is lagging behind science, and technology and other cultures it is running neck and neck.

Who told you Philosophy lagged behind anything?
People allow themselves to be encased in their stalemate of mis-understanding because it's safer than venturing out and finding the truth. Sometimes the truth hurts, especially about one's own self. But that's what growing up is all about.
At what point did You give up on learning about your world and begin living on the fruits of other's labors?
You should labor for yourself, for your own growth and happiness, and enjoy the fruits your labors bare.

Two things: firstly in answer to your question, what v=can be done is for philosophy to be emphasized educationally. If there were mandatory philosophy classes and scholarships in philosophy more people would be interested in it.
Secondly, throughout history it seems that knowledge and enlightenment come in waves and right now we're having a wave of technological advancement and maybe philosophical advancement will be next.

I seriously doubt that philosophy IS actually lagging behind technology.
There has always been an element of "dull" people who don't think for themselves much at all. Are there more now? Of course, there are more people. But percentage wise, I don't think so.

Yes.. France is a good example.. here in the states the people are kept busy with trash.. like in background clutter.. if you think of signal/noise in a audio or visual analogy..
Americans are too swamped in garbage to be able to think "outside the box"..
