Based on population. Check Congress' website and you can see a list from each state and the current number of people it takes to get one (one is the minimum, and California has the most, with TX second).

It is based on the population of the state (i.e. California is the most populace state and has the most Reps, around 53, while Montana has such a small population they only have one rep.)
