None of your terms define the Emergency Manager Law, which, by the way, was enacted by the Michigan Legislature, and is not a decree of the Governor. The Emergency Manager Law is an unfortunate, but absolutely necessary, response to forty years of incompetence by the Detroit elected officials. It is they, not the State of Michigan, who have usurped and betrayed the people. Most of the Detroit city officials are under investigation for corruption, and some of them, such as Kwame and Monica, have already been sent to prison. The worst thing that the officials in Detroit have done, and for which they should be deeply ashamed, is that they have given credence to the racist claims that blacks are incompetent to govern themselves. I believe blacks are fully capable, and I wish they would prove me correct.

i do believe it is supreme Justices. they are now appointed instead of elected.
