He needs to see a Board Certified Urologist who has sucessfully done this procedure before. The office can tell you the cost and possibly set up a payment plan. Good Luck (it's not always possible to reverse it and even if it does get reversered it doesn't mean it'll work as well as before having the original vasectomy).

I have never discussed this with my father but he had a vasectomy after my brother was born and I am almost 100% certain he got it on the NHS
