Is it TOTALLY safe to turn off the valve and cap the gas line where there was once a gas dryer? Or is there a more permanent way to get rid of this gas line?

The valve should be a single lever ball valve which, when shut, won't accidentally open. A cap/plug will seal the valve making such a shut-off permanent. Remember to use yellow Teflon tape on the threads of the plug and hold the valve steady while threading the plug in. To check the plug, get a special gas leak testing liquid available at your local hardware store. Put the liquid on and open the valve. If there is no leak detected, close the valve and you are done.

You do not have to run the dryer after you shut the gas off. The chalking type stuff is for the threads where the cap is going. Just put a little on the threads and tighten the cap. To install a electric dryer you need 220 volt.
