What JoePa has is called a contract, entered in legally by both parties. He still wants to coach. Penn State still wants him to coach. It is a free market when Penn State has the option of signing him when his contract is up or they release him early if he chooses to retire. He is "allowed" to coach because he is good at it, so there is no reason to replace him. There have been 795 coaching changes in NCAA football since he first started coaching. Not a monopoly, but a tradition of success.

You don't know what a monopoly is do you? He isn't coaching EVERY team, so no it is not a monopoly. He is still allowed to coach because who is going to take the job from him? Besides he is still winning games and recruiting good players.

no, grab a dictionary and look up monopoly. it's a company that dominates a market to a point where you are forced to either pay their price and buy from them, or go without. for example dominion virginia power(i live in va) is a regulated monopoly. regulated meaning they must get permission from the state government before they can raise their rates. but they are the only power company in VA, so if i want electricity, and i do, i must get it from them. so as you can see, the word monopoly does not apply to joe paterno coaching penn state.
