In Bush's case, have a rich, well-connected daddy to get him into the National Guard instead of going to Vietnam.

In Dick Cheney's case, get a family deferment (6 months before the law changed and men with dependents were eligible to be drafted).

In Clinton's case, get an educational deferment.

If there was a Draft to avoid, you could do it the way I did and enlist. On the other hand, you could emulate Clinton and go running off to Europe to play your saxaphone. President Bush enlisted in the Texas Air National Guard and that unit could have been Federalized at any time and sent off to Viet Nam like a lot of other National Guard units were. His unit wasn't because the aircraft they were flying were made obsolete and most of them would have fulfilled their Reserve obligation before they could be re-trained in F-4s so I don't think President Bush would be a good authority on how to avoid the draft. maybe you could check with Ted Kennedy or Dan Rather to see how they did it?

At least Bill Clinton was in college - Oxford, to be exact - and was improving his mind.

In the case of George Bush, there was no hope in improving what little mind he had, so he got Daddy to get him into the Air National Guard where he went AWOL while campaigning for Congressional candidates in Alabama. He no doubt spent a lot of his time high or drunk as well. That would screw up any urine tests you had to take if you were called to duty - so maybe he wasn't so dumb after all !!

For President Clinton it's to leave the country and attend university. President Bush voluntarily joined the air national guard, so he didn't avoid the draft, he volunteered to serve.

I don't think either would encourage draft avoidance if there was a draft instituted today.

Well, Clinton took Nancy Regan's advice and just said NO.
Bush Jr. has a questionable record of showing up at what used to be Ft. McClellan, Al., but somehow that record is filled with "Fuzzy Math"
