It depends. Usually changes are made effective after the current group of students has completed the existing program, i.e.., the one they originally enrolled in.
We had Grade 13 here in Canada up until 4 years ago thus creating the situation of a double-cohort for colleges and universities, meaning that they needed both larger facilities and more staff to handle the Grade 12 and Grade 13 students who were entering college/university at the same time. It has been a very expensive process.

People wouldn't have a choice but to go back although there would be a huge outcry from those who were either in dream jobs or at university.

I just got out of school and I'd be down to go back. I have nothing better to do. but If I had been out for years then hell no.

Not a chance. I've got hands on knowledge that they didn't have back then. That would mean I wouldn't have graduated until 1977.
