I do not think the Industrial revolution had a stated purpose as such. Rather, it was a process where by manufacturing was done in assembly lines requiring the use of up-to-date technology. Thus, workers were hired in larger numbers in factories, and local villages and towns no longer had the need of cobblers, tailors, or such because manufactured goods were cheaper to produce. Thus local small businesses began to disappear slowly. They just could not compete with the larger manufacturers. Thus began migration to the cities where the jobs were, and with larger numbers working for employers came the formation of unions.
