Hi, we are a nationwide ATM Service company and have seen this thought come up many times. The American Disabilities Act and a banking regulation (commonly called Regulation E) govern these issues. No distinction is made to eliminate accessability to blind people because of the physical location of the ATM. Lawmakers were smart enough to realize that they would not be able to think of every conceivable outcome. Any business that wants to >not< implement these changes could fight it in court, but that would risk bad public relations.

ATM's all are equipt with Braile dots for convenience of blind customers. They don't worry about whether they are accessible by car or only on foot, and any "drive up" ATM is also accessible to someone on foot.

Before we had drive ATM's most where stand alone ATM machines you just walked up to inside of bank lobby's or right outside the banks. When drive up ATM's started they removed a lot of the stand outside ATM's (safety reasons). The blind still need to be able to access money so they are able to still walk up to these machines even though they are for drive up. If you think about it, its kind of dangerous.
