You need to get rid of the malware through adaware, superantispyware, and spybot search & destroy. Run them all. Get them all from http://www.download.com
Next, make sure you have an active antivirus (just one) running with all the updates. Boot-Scan your system. If you dont have, get the free avast (http://www.avast.com)
Run free Winpatrol (http://www.winpatrol.com) and disable anything that doesnt belong there in your startup tab. View your HOSTS file to see if you are being redirected.
Run ZoneAlarm (http://www.zonelabs.com) and make sure you only allow specific trusted applications to access the internet.
Make sure you have ALL Microsoft updates - including IE7. Turn on the popup blocker in internet options.
No website can install software to get you to come back to pay for something. Dont fall for it...but dont ignore the situation. Do everything above and you will be free of the popup and safe for the future.

most virus are spread through IE. IE is not a safe browser. you should use a more secure browser to protect your PC from virus.
i recommand you to use firefox with Google toolbar. firefox can block any any popup and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE browser. as you know, most of virus spread throught internet and webpage.
besides, firefox is much smaller than IE, so it run faster than IE.
download firefox for free, Just have a try:

no, its adware do not pay any money. Most websites will not even let you use their services unless you pay first, so you have done nothing wrong. Run an anti-spyware utility such as spybot or Ad-aware.

It's adware, or scamware. (a) ignore it. (b) if it keeps popping up, try some adware removal tools, clear your cache, and be sure your home page has not been changed.
