Check the taskmanager (ctrl + alt + delete, go to the "Processes" tab) and end any tasks that are taking up a lot of memory and aren't needed (click on "Mem Usage" once to sort the tasks by memory usage).
If that doesn't work, I suggest reformatting your hard drive after backing up any important information on a CD or DVD or portable hard drive or upgrading your system's hardware (RAM is probably the only thing worth upgrading for non-gaming performance). If this doesn't work or you don't want to go through the trouble, you might need to buy a new computer for better speed. Oh, you could also try downgrading your OS (e.g., XP back down to 2000) if that's an option (i.e., you have the install disk for 2000).

Buy a new computer. As computers age programs get larger taking morespace to run and the processor can not handle the newer programs at fast speeds. If your computer is newer less than a year old you probably need more assistance than can be provided on this site

Working with a slow computer can be time consuming as programs/ applications take a long time to start. This problem is more pronounced in computers which have been used for 6 or more months. More information at http://fixit.in/slowcomputer.html

Do as Microsoft has done on their 45,000 systems at Hotmail.com, MSN.com, Microsoft.com, SWITCH TO LINUX!!!
http://pclinuxos.com runs upto 50X faster. I run it on my 400 mhz to newer 2 Ghz systems... can't tell the difference.
It is FREE, and includes 5500 FREE games and applications.
GNU/Linux comes in 800 different distros. Looks a bit like MAC OS X/*BSD, as it runs Xwindows. The kernel is Linux, and GNU is the applications and programs, games, Suites.
There are no virus' in Linux. All the virus, spambots, adware, malware, on the planet come from Microsoft windows systems.
"114,000 Felon Microsoft Virus Definitions" says it all.

I suggest you disable some of the services which are running but you not using them. Turning off unnecessary windows services can greatly reduce your exploits risk at the same time improving your system performance.

well u have pretty much done everything software wise. I would suggest upgrading your RAM, which will make your system run faster. If you still feel like your computer can still run faster, try reformating your system (but make sure before you backup your files).

upgrade your hardware
you can also "tweak" ur operating system to run faster
but not recommended if you dont' know what you are doing
