While many might contest that they are one in the same, I'll say this:
An "effective leader" is one that manages to accomplish certain things and acquire certain results in spite of opposition to the chances of success.
A "good leader" is one that manages to have the people that they lead believe in him while he does the things that are necessary, even if they're unpopular things.

You pose an interesting question...

And actually, the answer is relative.

Take Saddam for instance. I don't think anyone would look upon him as being an effective leader. However, if you were sunni or a former member of the baath party, you probably thought he was a good leader.

You probably are a little young to know much about Richard Nixon, but there are those that believe he was a very effective leader with respect to international issues, but not many would look upon him as a good leader.

In my mind an effective leader will do what has to be done to attain a particular goal, and at times will have to support or take unpopular stands on a particular issue in order to do this.

On the other hand, a "good" leader is more of a popularity contest among his constituents. If you like the guy (or woman) then you look upon him as a good leader.

Sometimes a leader can be both a good and effective leader, but not in all cases.

I would say yes. There are a lot of good leaders. They have great character and actually do good things. An effective leader is able to get the best out of others and help them reach their potential as well as the potential of a company. An effective leader learns his/her strengths and weaknesses and knows when someone else should take the lead.

Yes an effective leader may get things done, but also step on everybodies toes to do it, making an *** of themselvs and their peers in the process. A good leader makes sure the solution fits best in all circumstances and would be similarly "effective" at getting things done.

A good leader might not always be "effective", even if they are perceived to be "good". An "effective" leader would be someone who accomplishes a lot, but that wouldn't make them "good" in the eyes of the stakeholders (ie, those who are led).

It's a popularity contest with goals attached.

Good is a complexity in itself. A good would be generally
in a department of conservation. An effective is broader and
may go on in community, republics, states, and operatives.
So the difference is the state department, or helpers and
employees that make the work order.

Good means not bad but not great, where an effective leader is above good to great.
