The first amendment (proper spelling!!) guaranteed citizens the right to freedom of speech. A paper on censoring books to be housed in a library (or high school library in particular) would be a great topic with lots of information available. Censorship is a form of stifling free speech, some say. Others say not so under certain circumstances like yelling "fire" in a theater as a joke.
Good luck.

I would go for the tenth amendment. Its a less known but very important one. It basically limits the power of the government from expanding. It is extremely important to do this. Otherwise over time our government can grow into regulating and controlling everything. We would then end up with a police state, rather than a democracy.
You can look into the few cases where supreme court has provided verdicts based on this amendment. Those specific cases also gave a general interpretation of the amendment.

Pick one that deals with a topic you are interested in. For example, if you are interested in women's history/rights, do the ammendment that gavewomen the right to vote.
several topics in the news recently might interest you-. For example, the issue of "torture" and due process for the detainees of the war--that takes you to the 4th Ammendment. Or the recent flap about a new Congressman taking the oath of office using the Koran--that 's the 6th Ammendment.
The point is--do something YOU are interested in. Any topic can be a good one if you do it well--and you'll always do better if the subject interests you.

I just finished "Flags of our Fathers" and didn't know that the "Pima" Indians weren't allowed citizenship (American) until the forties, along with others. Although Ira Hayes, the Pima, was not allowed to vote, to become a citizen of these United States, he was allowed to go off to war and fight for the United States.
How about the amendments that brought these people within our bounds to become American citizens.
By the way Ira Hayes died not ever being allowed to vote, although he won the medal of Honor.

I'd do the 12th. This is the one about How a president and vice president are to be voted together. This is opposed to the most popular voted president was to be president, and the one who got 2nd was vice president.
This arroused many problems, Because many times the two people were of different parties. This would mean constant dispute between them, most often.
Just a bit of info...
