It means you have to be stupid to put yourself through the pain of falling in love.

When someone falls in love all of their cognitive thinking goes haywire and some of their actions and words borders on foolishness. Like doing outlandish things to get the object of their affection's attention, writing or saying things that at any other time would make regular folks blush. So lovers become labeled as fools and believe me there are many examples through-out history like King David In the Bible going after Bathsheba and Mark Anthony going after Cleopatra and lets not forget Samson's demise after he met Delilah.

Do fools even know what love is? Then how can one possibly fall in love? Sort of an oxymoron or a play with words.

This is just a poetic description applied to almost everyone else depending on every ones point of view.

There's a follow up to that phrase, " love is blind ".
