I would take into consideration the last name. The reason being is that Reese Elizabeth and Chloe Elizabeth are both gorgeous name. If say your last name started with a D and you chose Reese Elizabeth her initials would be RED. Granted that is up to you if you like that. If your last name starts with a L and you decide on Chloe Elizabeth her initials would be CEL. Again, not that that is bad it's just hopefully something to help you break the tie.
Personally I think they are both beautiful names. Either one would be a gorgeous addition to your family.

Chloe Elizabeth coz it sounds well better than reese Elizabeth because Chloe is a very nice name!

I dont care for the name Chloe so I have to go with Reese Elizabeth, but I do like the name Reese, its not a fallback

I think Reese Elizabeth sounds better. I personally am not a fan of the name Chloe because I think of it as a dog's name. (My aunt used to have a dog named Chloe.)
If you name her Reese, just be prepared that someone someday will call her Reeces Pieces.

I like the first name Reese much better but Chloe Elizabeth has a nicer flow.
I would go with Reese, I always think of a "Bratz" doll whenevr I hear "Chloe"
