i just moved to kings bay ga, and i was wondering what the small black flying insects were and what i could do to get rid of them

contact the state/county agriculture extension and ask them. they'd be able to help you speciate a critter in the area, and they could tell you if it's dangerous or not.
alternately, if the beasties are in your house driving you nuts, try just calling a local pest control company to see what they do about them.

Well it is hard to say without a picture. Although it is best to not redirect people here to a site I can't see how you can ID it without pictures - Check the URL below it is a page of numerous insects and solutions to get rid of them - hope it helps
