Hey Dude,
With that many problem, you are more than correct by starting over. Good job.
Now, one of those CD's might be a system restore CD. It will be labled as such. If there isn't one, it is going to be a long process. :(
There should be one that says "reinstall CD" This is where you want to boot to. You may have to change your boot options in the Bios or choose a 1 time boot device at boot. You need to boot to this cd.
Once in there, be sure to NOT repair but to start from scratch. The BEST way to ensure this is to delete ALL of the existing partitions and start from scratch. This process may take you an hour or two.
Once you have it up and running, you will need to get the drivers and utilities disk and install all of the appropriate drivers. Then, do the windows update, etc.
Here are some things that will help you after your reinstall build.
http://www.avast.com free antivirus.
http://www.lavasoft.com anti spyware.
http://www.ccleaner.com

Do you have a restore disc that you know for sure is the one that came with the computer? If so, use that one first. I have a similar problem, and likewise, it is with a Dimension 4600, I need to get all the drivers for it. I am not using the original hard drive, and I have no idea which ones to get. The computer was also in a power surge and the PS2 slots no longer work.

Pop in the first disk and follow the onscreen instructions. If they have any documents they would like to save i would TRY to put them to disk, but if the computer is too far gone with viruses it may be impossible. System Restore with the disk WILL WIPE they Entire drive and make it factory set.

Place the restore cd into the cd-ram and reboot. This should give you the option to restore from there. I would also recommend downloading the yahoo companion for it's spyware removal from http://companion.yahoo.com as well as AVG anti-virus from http://free.grisoft.com Hope this helps and Happy New Year

Before you do the restoration, try this free anti-virus scanner
http://free.grisoft.com/doc/1
That seems like alot of CD's for a restoration...usually they are only around 3 of them.
Otherwise put the first CD into your drive, and boot from the CD, it will take you through the restoration

Ive done this enough to know the common mistakes what everyone said was right but your going to need to backup the data that you want to keep first to another form of disk mabey burn it to a dvd or cd or a removable harddrive or another local one if you can and your going to need to have all your drivers in order or nothing will work once you redo everything one of those cd's you have should be labeled drivers if not get some help hunting down and downloading your drivers and then just reformat and reinstall everything put everything back where you want it

put the disc that is label with the number ONE
into your drive
shut down your comp
restart it up
quickly enter BIOS by pressing F1 ,F2, or del
it's different on all the comps
now go to booting device and switch CD drive to first priority boot
then just save and exit
now you should be at a black screen
ur pc now will boot from the drive first
giving you options on restoring
then just follow easy instruction

My dell came with a paper shaped like a disc indicating a web site for witch to go to, to get some tutorials on how to do it. this dell site says to hit f11 and not f12 on startup .http://support.dell.com/support/topics/global.aspx/support/dsn/en/document?docid=DC47E7957E35BBC0E030A68F27280D16&c=ca&l=en&s=gen#1
so try that thats how mine works
