i dont have a wireless router or wifi max. i go to network settings on my psp, i made a connection for wlan settings i pick scan and one pops up and usually says about 40% connectivity strength, can i just pick that?

Well, it depends. Most wireless connections are protected by a password. To be able to cennect properly, this connection needs to be not password protected, and have the necessary ports open to handle your PSP traffic. The best method is to try it, and see what happens! Alternatively, buy a wireless router (I got mine for about £25 and works fine :D)

Check your manual, there should be a step by step instruction on how to secure your network. Use at least WEP protection. Ideal would be to use WPA2. Older wireless clients might not support the newer protection scheme. One additional precaution you could add to secure your network is to filter MAC address. Only allow MAC addresses that belong to your network. That way even if your password gets hacked the connection would be denied if the MAC address is not listed. Again info on this should be in your manual. Most routers today even have its own help links on the same page as the configuration page. Just follow the manual, you won't mess up.

That depends. If you're in the US, an open network is fair game. In other countries it may be illegal. If it's secured you'll need the owner's permission and the WEP key or WPA passphrase to use it.

Yes you can connect, it must be your neighbors wireless
