"Hand that feeds you" is anyone that has raised you, guided you, is in charge of you, taught you, etc.. "Biting" that hand is showing disrespect, showing lack of appreciation, rebellious, ill-manner, ill-will, etc..
To me here is how it translates: How dare you show disrespect and rebel against the one(s) who feed you, clothe you, guide you, take care of you,etc.! You will get what you deserve!
"Don't bite the hand that feeds you" puts it into a much milder tone.
Another way to look at it is: There are consequences to disrespecting authority. If you get out of line, results may not be pretty. You may regret your actions, later.
