Some celebs have fan clubs where you get first dibs on VIP passes at concerts. Also some have My Space pages where you can send them a message.
Actors and actresses are much harder to meet than music celebs. You should try going to premieres of their movies or to the Cannes Festival.
The easiest way to meet celebs is to become socially active in charity circles. It's a win-win situation, you help others and you get to meet your favorites.

Get a vip pass. By signing up on one of their fanclubs. I got one for Miley Cyrus bY doing that.

you can meet them by going to their concerts and getting a backstage pass or by living in the same town as them and see them in the neighborhood
