Sometimes I do but frequently I don’t. It’s easy to not think here on Y/A because you never really meet the people you talk to and you might not care as much if you say something that hurts their feelings. I have found that sometimes when this happens, it can bother me. Sometimes it bothers me enough that it can even wake me up at night. An example of this is my stupid answer to another question you asked. Your reply to me was well put and was something I needed to hear. So I have thought about what I wanted to say in response and the only thing that makes sense is “I’m sorry.” This is something I did think about.

I don't understand the second part to your question.

There is a saying that basically says that only fools don't think before they speak and for that very reason get into many problems.
I always think before I speak and NO I'm not lying by doing so. How many times have you heard people regretting what they said and wish they can take it all back? How many relationships broken because of... "Oh! I didn't mean to say that!?" There are times that you can not take back what what you've already said. All that damage caused because you didn't think FIRST before speaking.
So yeah, I highly recommend you think first or be the fool with the foot in your mouth.

I think before I speak all the time because words are permanent. If you say the wrong thing you can never take it back. We are encouraged to think before we speak at a young age, therefore, I believe it is lying.

yes thinking and speaking is linked even if it comes out as gobblygook. Thought process and speaking or action is almost simultaneous so sometimes it seems as if you spoke or acted without thinking. Now if you are referring to cognitive thinking that's slightly different and works at different speeds with different people. Some people think on the fly while others have to stop and process all the given information then act.

I take plenty of time to make sure I'm using the right words that will foster the most efficient communication, and that I have something worth saying. That's not lying.

most of the time, i definatly speak my mind, i get in trouble for it too, i dont go round the houses i say whatever needs to be said how i see it.
