Usually at the end. But try using something like paypal. Thats easier and secure.

I've seen it at both. Mostly at the end.
My advice is use only sites that have a secure site. It shows up as a gold colored pad lock on my computer.

At the end, then you may be asked to open account depending on the web site that you ordered your goods from.
I know that I didn't have to on one web I visited to order something. You may be asked to setup account up or not.
