Money is one. They have to get to the next job.
Another answer is that older people who tire easily or can't deal with the heat need to do the work earlier in the morning because they can't afford to pay anyone to do it.
I do know what you mean. In college we'd have garbage collectors coming at random times during the day and night (to prevent homeless people from going through the dumpsters).

Yes they are but still they need to earn money for a living... and technicaly today is not a holiday. Its only new years. We are not all lucky to get today off im at work right now!
