I think your son's first problem is that his mother is seeing help on Yahoo asking complete strangers, most of whom have the brains of a mushroom, for help. If you're truly concerned, and you truly want HELP??!! then may I suggest you seek the counsel of a professional. Even if you have little money, every city has a center where competent, trained, caring professionals can talk with your son - or at least talk with you and help you help him. But please don't waste your time with these self-impressed yahoos...go talk with a professional. Your son - and your peace of mind are both worth it.

You are right to be concerned.
My first guess is that he finds the panties arousing - either holding them & imagining a girl in them, or wearing them himself.
He's at a time when he needs to find his male identity; I recommend you encourage maculine traits (such as seeking adventure), point out things you admire or respect about men, things which are different from women; talk to a professional who agrees with your wish to raise your son heterosexual.
if this has been going on for several years, it may take a while to overcome. But it can be done. He evidentlly feels uneasy about it, because he's been doing it "on the sly". Aside from the disturbing sexual aspect of this, he's been stealing -- and that alone is wrong.

If he is wearing them, then he is probably gay or considers himself more of a woman than a man (nothing wrong with that). However, I don't think that is the case. Many people don't realize it, but every guy masturbates regularly. Your son is probably just using them to get him off. It's really not a big deal, however stealing is wrong so you might tell him he shouldn't be stealing, but I would leave it at that.

Maybe he gets his kicks out of smelling of them or he just has a fixation on panties. Not real abnormal for a teeaged boy but I would let him know that he needs to stop stealing them. They need them to wear for themselves.
