Cut two cardboard circles 2-1/4" in diameter. Cut a center hole 1" diameter in each circle.
Thread yarn needle with 4 strands of yarn, all strand 72" in length. Holding circles together, pass needle through center hole, over outside edge, through center hole again until circle is covered. Do not pull yarn too tight. You will need to use more yarn.
Using very sharp scissors, cut yarn between the edges of the two circles.
Using a 24" strand of yarn, double yarn to a 12" length. Slip yarn between cardboard circles, pull up tightly and tie firmly. Remove cardboard circles and fluff out pom-pom. Trim with scissors to round off.

They're not hard. If you're crafts-challenged (or if you're an absolute perfectionist) you can purchase a genuine pompon maker at a crafts store. Otherwise, you can wind the yarn around your hand or a piece of something stiff, like cardboard or a cut piece of stiff plastic. The lids from whipped topping containers work fine for this. Decide how big you want the pompon to be before cutting your piece, and cut accordingly. Remember, it's going to be as tall as it is wide. When you wind the yarn around whatever you've chosen, wrap it about 70-100 times. It takes a lot of yarn to make a good poofff for a nice pompon. Wrap it firmly but not too tightly. Once you're done, cut the yarn and carefully slide it all off without tangling any of it. Hold your pre-pompon and tie another piece of yarn around its middle, pulling it as tight as you can without breaking the yarn. Tie several knots to be sure it won't come undone. Leave the tails of the knots long, about 8" at least. Now carefully snip every single loop on the pompon. You can slide a pair of sharp scissors through several loops at once. Fluff out your pompon and trim off any loose ends that stick out. Use the long knot ends to tie your pompon onto the cap.
