How about the whole list with the exception of Ken Kennedy everyone else has been pushed and Lashley isn't ready for the spotlight he is in right now he's just a black version of Goldberg

Cena for sure. They have pushed him for the last 2 years and he just hasn't caught on. WWE should invest some time into Kennedy or Carlito.

Firstly, Boogeyman is gone (thank God), so I don't think we need to worry about a push for him.
Secondy, I am so sick to death of Mr. Kennedy. No push for you, one year (yes, I am the push Nazi)
As for who needs a bigger push, it's Abyss or Umaga.
