Saprolegnia and Achlya
Symptoms: Cotton-like tufts of fungus appear on the body of the fish. As algae grows on the fungus, the fungus turns a brownish colour.
Solution: Fungal infections are secondary infections that can only occur when the fish is already diseased or physically injured. When fungal infestations occur, raise the water temperature. Several different courses of action can be taken including a 30 minute bath in 1 ppm Sodium Permanganate (10 Mg/L); the addition of Malachite green; or the addition of a commercial fungal medication.

that does sound like a fungal infection of some sort. just go and describe the symptoms at the pet store, and I am sure they will be happy to help you out. I used to have fish and this happened once and they were really nice. They gave me a solution to add to the water that cleared it up just fine.

Happy New Year

First of all make sure the water is cleaned and then they should have medicine for fungal infection at your local pet store. Ask them believe it or not almost any of them will know what to give you

Any fungicide will do, make sure it says fungicide and that they don't see you quick cure or something for parasites. Also raise the temp of your tank. Bettas are VERY prone to funguses because people keep them in bowls and the water is survivable but since it's too cold for them it weakens their immune system.
