i think you misunderstand what a virtual handheld is

a virtual handheld is a handheld that is not really there.

like if you play a gameboy game on the computer - that's a virtual game

or if you play a super nintendo game on the wii - you are then playing it on the virtual console, because you aren't actually playing it on the super nintendo
