Problem is, it's the same line, the same copper, which actually was never designed to carry data at all! So it'll be the same line charge whether you connect a phone or a modem.

in response to Colin M: yeah, but the line charge currently includes telephone calls. apparently you can do this in some places in the US

I think they should but I think they are obligated to provide a line capable of making calls.
