I heard that it is a program that you take artist voice and make it Instrumental.

I am assuming you are wanting to remove the vocals from some music. You might try software like this.

There are others that are used for Karaoke. They will not take all the vocals out, but will usually reduce them enough for practice or karaoke.

You can't unless you have the individual tracks. If the song was recorded in protools and you have protools, you might be able to ask for the tracks from the person who recorded it and make it an instrumental version by deleting vocal tracks, but you definitely can't in an mp3 format.
