A grinder works great or a blaster (like a sand blaster). I never got very good results with Naval Jelly or other brush-on, wipe-off solutions. If the rust is very, very light, a 3M pad might do the job. If the rust is heavy, you will need to use the grinder. Fabricator's do this all the time... grind to bear metal, wipe with de-greaser (Isopropyl alcohol works), and protect with a coating (like primer or oil).

Spray item with WD-40, leave it sit bout 15-20 minutes. Wipe with a rag to remove heavy grime. Clean off any remaining rust using steel wool. When clean respray with WD-40 to prevent further rusting, allow to dry.

Sand it off or remove it with a powerful acid solution like muratic acid or naval jelly. Be sure to get it all removed. Once you have the rust removed, be sure to repaint it as soon as possible to prevent the rust from coming back.

Sand it down with some good old Sandpaper and if it needs it put some bondo on it then let it dry for a few days and sand it down again then paint it then it's good as new hope this help

Naval jelly works wonders! It's available at most hardware stores.
