"The Academy"...everyone who is a member of the actors' union, or something like that...not everyone in the world. It's a members thing.

The Oscar Academy is made up by the past winners from every catagory. Once you win your first Oscar you become a Member of the Academy are then eligible to vote for nominations and winners.

well there is a difference between the best picture and directory. one movie might be well directed but the message of the movie might not be good and might not be the one that the academy likes. there are a lot of movies that are like that. But i believe that if a movie gets the best picture which is the best award in the academy is very well directed and also it's message is the one that the academy most certainley likes. There has been a lot of movies that didn't deserve an oscar but they've given it one. I think the message is very very important for Hollywood and even more important than the directory.

The members of the Academy of Motion Picture Arts and Sciences vote on the Academy Awards.
The Academy's membership is composed of members of the Screen Actors Guild, Directors Guild of America, Writers Guild of America and the cinematographers, sound men, special effects people, wardrobe designers and makeup artists represented by the International Alliance of Theatrical Stage Employees.
They get a ballot in the mail around this time of year, and they vote for the nominees.

A general list goes out and people select from that.
fromt hat, a more select list is derived and those go out again; however, for the second list, you have to be in the profession to vote for it (actors for actors, directors for directors) but everyone gets to vote for picture
