In a hierarchy, individuals within a system have a different status or rank, which gives them different rights, priviledges and/or responsibilities. There is also a clear progression from one rank to the next.

The opposite of this would be a "commune", where possessions, decisions and responsibilities all belong to the group as a whole.

Rank and file is the usual term; grass roots is also used. If you mean the entire structure, and not just the people at the top, then the contrast would be communal.
