I would recommend trying a different mouse. Your current one could be dirty or starting to go as the scroll button still has some contact internally.

Simply move mouse onto dead area of main page and L click.
There is nothing wrong, some pages do it others don`t. To prove the point, it happens all the time with Google Earth when you are turning the earth. If you start it spinning it will carry on until you L click on it.

Your mouse is probably choked up with fluff. I just take the ball off and use a pair of tweezers to unroll the fluff thats clogging it up.

Are you sure you are not leaving your cursor near to the edge of the screen?
It will creep if you have.

You should check your mouse, sometimes theres dust in there and it interferes with it.
