My bank (USAA) allows me to add non-USAA accounts on which I am not a signator to my account so that I can transfer money to them online. I can't see the other account's balance or any other information, and I can't withdraw money, so it's safe for the other account holder. Go to their website and see if you qualify for membership.

You can also try PayPal. You and the person to whom you want to send money can both set up free personal accounts, link them to your bank accounts, then you can easily send the other person money online instantaneously.
