Most definitely! As a person who likes to follow the guidelines of argument, I cannot stand argumentative fallacies and people use them to support their views.

ABSOLUTELY.
Just because a proposition has never been proven true does not ipso facto mean that it is false. And vice-versa.
This fallacy is used when people try to shift the burden of proof from themselves back to their opponent.

I'm not bothered by it per se, but I will go home and look up the facts if the reasoning irks me enough. (If I can't prove it wrong on the spot, of course.)

Only if it leads to someone beuing hurt I suppose...anyway the person in question is probably lying or trying to get a rise out of the person they are talking to...screw 'em!
