It is cheap to eat in Cozumel and there are options on the island for either all-inclusive or room only. Also, I have dealt with vacationstogo.com multiple times and they are always very helpful and seemingly honest. I call the 800 number on the website and tell them who is going on the vacation and what the goal of the vacation is and the agents always have good info. I usually don't book right away, I write down the names of the resorts that they tell me about and then I research those specific resorts more on my own at fodors.com or expedia.com. It is my understanding that this company is a clearinghouse for many resorts so I know that they are in the business of booking trips (ie salesmen) but they have steered me in the right direction always.

depends in the season, the resort and the promotions, check online.. on my experience Ixtapa was the best option.
I stayed at the Intercontinental Hotel Presidente.

let me tell you something (I'm Mexican) about Mexico here cheap means bad so if you are traveling with your family you can go to Maeva either in tulum (Mayan Riviera) manzanillo (Colima) or miramar (Tamaulipas) its affordable private clean and safe, now if you are open minded and you don't care about moms changing diapers next to you, thousands of people crammed, and many others trying to sell cheap things to you any beach is okay, just remember if you travel w/family safety is first

Cabo DOES NOT equal CHEAP... EVER!
Cozumel is great. I took my three stepkids there and spent less there than I do when me and my wife go to Cabo alone. You can snorkel for free, food isn't too expensive and there is a lot to do.
