A Flag flies from a mast, not a mass. The terminology comes from the days of the wooden ships. It seems that all the other answers agree that it is not a law, but I can't think of one reason why a good citizen of this country would not show respect in this manner.

If you mean a foreign flag, underneath an American flag, while you are living in USA, and taking advantage of us, no, we're the land of the FREE, so you can act as disrespectful as you please, but you won't make many American friends when you do that.
Just like it is in your country, wherever you came from, said country's flag is raised at equal height, to show friendship, and equality. If you want to raise your flag at equal mast, no one here will mind, but if you dare to raise it higher than the American flag, you will be tremendously disliked, for your audacity!

No, but it's a good sign of respect. Ford seems to be getting the shaft. I don't see many flags at half mast.

It's more of a protocal.
J. Edgar Hoover ordered the flag back to FULL mast after Kennedy's assasination...quote--"I'm not mourning that bastard!"

Only if you are on federal property such as a post office or military installation, etc.

It's a sign of respect but it is not mandated by law.
