Counseling psychology isn't new or rare - it's a popular alternative to clinical psych.
As for which programs are the best, it really depends on what area of counseling psych you want to go into. I think Boston College has a good program though (though this might be a doctoral program - I haven't looked at it in a while).
US News ranks these grad programs, but they rank the overall quality of the program. This is a good *general* measure of the program's quality, but if you're interested in a particular topic within counseling psych it's important to examine which schools are strong in that specific area -- unfortunately, this isn't often ranked in the same way and requires more research on the individual's part.

Wow, alot of ppl give bad info on this site! Its insane atleast most of the time the good out weighs the bad!
Anyway, you might want to look up US News rankings. Other than that alot of schools have counseling psychology programs (well atleast in the CA they do) So you might want to look at the school that you are interested in going to / are a good fit for you and see if they offer the program. The "best" program may not be best for you. Rankings dont matter that much, depending on what you want to do.
